Located in the El Contento neighborhood, southern part of the city of San José de Cúcuta, on a hill from where you can see part of the city's valley. It was erected on July 24, 1923, commemorating the first centenary of the naval battle of Maracaibo, in which the Colombian Admiral José de Padilla triumphed. It is a triangular column built on the initiative of the departmental government, the municipal college and the board of national celebrations of that year.

A plaque embedded in the base that faces north has this legend: “Tribute to the victors in the great naval battle of Maracaibo. July 24, 1823 ". "Government of the department. City Council. Board of public celebrations. July 24, 1823 ". And on the west side: "Admiral Padilla praised the honor of the Colombian Navy on this day."
